Relationship between occupational health and safety organization and risk assessment
Results based on the ESENER survey

Using data of the German subsample of the European survey of enterprises on new and emerging risks (ESENER) 2014 and 2019, this study examined the relationship between the quality of the occupational health and safety organization and the implementation of a risk assessment. The quality of the occupational health and safety organization and the quality of risk assessment were operationalized using various items of the ESENER survey. The analyses are carried out in the form of logistic regression models. Results are reported in the form of adjusted predicted probabilities and average marginal effects. In both survey waves of the ESENER survey there is a pronounced and significant correlation between the quality of the occupational health and safety organization and the implementation of a risk assessment, even after adjusting for size, industry and sector. While the majority of companies with a high-quality occupational health and safety organization reported that they carried out a comprehensive risk assessment (2014: 56%, 2019: 59%), the same proportion among companies with a low-quality occupational health and safety organization was almost 40 percentage points lower (18% and 23% respectively). These results indicate that measures to strengthen a company’s occupational health and safety organization contribute to an improved implementation of risk assessment.
